Heat beef broth in a saucepan on high until boiling. Stir in rice, cover and reduce heat to lowest setting. Do not lift lid for 45 minutes.
When rice has cooked for 30 minutes, brown ground beef in a skillet over medium heat. When completely brown and no more pink appears, drain off excess fat.
Chop onion and add to skillet with drained beef. Cook over medium heat for five minutes. Add frozen chopped broccoli, stir and continue cooking over medium.
Turn oven on to 400 degrees. Crush and chop garlic and add to skillet along with broccoli cheese soup and milk. Stir to completely blend.
Pour rice into skillet and stir again. Spray a casserole dish with non-stick cooking spray and pour in rice and broccoli mixture. Place in oven.
Bake for 45 minutes or until edges are crispy and top is brown.
